Funding of public universities originates mainly from annual transfers from the State Budget and is regulated by Law No. 37/2003 of August 22nd , amended by Law No. 49/2005 of August 30th and Law No. 62/2007 of September 10th . In addition to the transfers from the State Budget, public universities also fund their activity through their own revenues derived from tuition fees, research projects, community funds, services provided to the community, and others. In the case of the Portuguese Catholic University, having been created by the Concordat between the Portuguese State and the Holy See, it does not possess a state nature and therefore does not receive funds from the State Budget. Thus, its sources of income are identical to those of state public universities, with the exception of access to funding from the State Budget.
