The Luso-Spanish Integrated Actions, established under the Cultural Agreement between Portugal and Spain, had its beginning in 1981.
On June 6, 1981, held a joint meeting of the Conference of Rectors of Spain and of the Council of Rectors of Portuguese Universities.
At that meeting was set up a working group in order to study the methodology of financing of Integrated Actions, which was chaired by the Managers of Higher Education of Portugal and Spain.
On December 18, 1981, was held in Madrid, a meeting of the working group CRUP / CRUE for the Integrated Actions.
At this meeting were defined objectives, the financing , the annual duration of projects, the evaluation system and the schedule for 1982.
So we can say that the Luso-Spanish Integrated Actions, began indeed in 1982, whereas on that year had, exceptionally, a period of six months.
The Luso-Spanish Integrated Actions from 1982 to 1999 had a duration of one year and could be extended for another year, according to the parameters of evaluation of the activity reports of the 1st year and the proposal of its development to for the 2nd year.
On the bilateral meeting for examination of applications to the Luso-Spanish Integrated Actions for the year of 1999, was agreed that on the opening regulations of the competition for the year 2000, the projects would have a period of two years.
Since 1982 that the interest shown by this scientific interchange between Portugal and Spain, is reflected in the number of applications submitted.
In the meantime, from 1982 to 2006, 1551 applications were submitted to CRUP, 727 were approved, in relation to the financial funds available of CRUP and the Ministry of Education and Science of Spain - MEC and the bilateral evaluation.
For the Luso-Spanish Integrated Actions are not identified priority scientific areas but are prioritized the a applications whose teams involve young researchers.
Were examined the results of the applications approved from 1997 to 2002. During this Luso-Spanish cooperation, were published 280 articles in international scientific journals.
The international exposure of these actions is also due to, the extensive involvement of the teams involved in conferences, congresses and seminars, in the presentation of results achieved.
As a result of this bilateral cooperation, it is noted the submission of applications to the 5th and 6th Framework Programs, such as EUREKA, INTERREG II, Energis, BIOMED, EWGCCA, INNOWATERS, the financings of FCT, the financings of NATO, FEDER and PRAXIS, the financing of European Science Foundation and the integration in the European Network SuperGreenchen.
To mention the participation of Masters and PhD students (with publication of the thesis), the interchange of teaching, the establishment of protocols between Portuguese and Spanish universities and the transfer of know-how between laboratories.
Due to financial unavailability, will not be open the application process for the Integrated Actions for the year of 2013.
The Program of Luso-Spanish Integrated Actions is designed to fund research projects, for a period of two years, between teachers / researchers of Portuguese Universities that comprise CRUP and teachers of Spanish Institutions of Higher Education.
In order to be considered, all projects must be submitted simultaneously to the subscribed institutions to this Agreement in their respective countries - CRUP, in Portugal and MICINN (Ministerio de Ciencia e Innovación) in Spain.
A Equipa Portuguesa deve, assim, assegurar-se de que a Instituição que com ela colabora, entrega idêntica proposta junto do Ministerio de Ciencia e Innovación.
Na presente convocatória serão encorajadas as candidaturas, nas áreas científicas adiante discriminadas, de jovens investigadores que tenham o apoio manifesto da sua Universidade, bem como de candidaturas de equipas seniores que venham a integrar jovens investigadores.
Os projectos podem vir a integrar mais do que uma instituição universitária portuguesa membro do CRUP.
Importante: O presente concurso está aberto apenas para as seguintes áreas científicas:
- Nanotecnologia / Materiais
- Tecnologias da Informação e Comunicação
- Biomedicina
- Biotecnologia
- Química
- Ciências Sociais
- Energias Renováveis
- Agro-indústrias
As instruções para os candidatos portugueses são as seguintes:
- A ficha e as normas de candidatura já se encontram disponíveis, em suporte de papel na respectiva Reitoria e em formato electrónico em: www.crup.pt
- No preenchimento da ficha de candidatura devem ser utilizados os modelos facultados e os espaços específicos previstos para cada item.
- No preenchimento da ficha de projecto deverá ser detalhadamente explicitado o trabalho comum a desenvolver pelas duas equipas.
- O responsável pelo projecto deverá apresentar a respectiva candidatura, em papel e em duplicado, dentro do prazo acima fixado, através do órgão Directivo da sua Escola, Instituto, Departamento ou Faculdade, onde exerce a sua actividade de docente/investigador, acompanhada de um parecer do responsável do Departamento/Instituição.
- As novas candidaturas, apresentadas em duplicado conforme acima mencionado, devem ser remetidas ao CRUP, através das respectivas Reitorias, após a data de encerramento do presente concurso - 29 de Julho de 2011.
- As novas candidaturas devem traduzir programas de cooperação com a duração de dois anos.

- Financiamento: O financiamento, a conceder pelo CRUP, destina-se a suportar as despesas de viagem da equipa portuguesa decorrentes da sua deslocação a Espanha, e as despesas de estadia da equipa espanhola em Portugal, e tem um valor global de 5 000€ Euros para o conjunto dos 2 anos, sendo a sua atribuição efectivada anualmente.
A atribuição do subsídio para o 2º ano, dos projectos de Acções Integradas aprovados para 2012, fica dependente da avaliação do Relatório das actividades desenvolvidas no 1º ano (Ficha E-7) , o qual deverá ser enviado directamente ao CRUP até 15 de Dezembro de 2012.
- Avaliação: As candidaturas portuguesas são avaliadas por um painel de avaliação, indicado pela Comissão das Acções Integradas Luso-Espanholas, de acordo com parâmetros definidos e fixados pelo CRUP, constituído por professores portugueses, pelo que a apresentação do projecto deverá ser realizada em português.
- Selecção: Na reunião bilateral, que deverá ocorrer antes do final do ano de 2011, os candidatos serão seleccionados em conformidade com as classificações atribuídas ao projecto pela parte portuguesa e pela parte espanhola, prevendo-se a aprovação final de um número total de 20 projectos.
- Não serão consideradas as candidaturas, cuja equipa tenha um financiamento em curso, no âmbito deste Programa de Acções Integradas Luso-Espanholas, sendo assim dada prioridade às candidaturas que envolvam novas equipas de investigação.
- No caso do MICINN (Espanha) não serão aceites candidaturas, cujas equipas proponentes tenham já realizado projectos de acções integradas com a mesma equipa de Portugal.
